Training on termination of the emergency situations at the Narvskaya HPP of TGC-1

On the 27 March 2014 training on termination of the emergency situation at hydroelectric power plant under the conditions of flood discharge was carried out at Narvskaya HPP.

Among the participants of the training were experts of the hydroelectric power plant, units of the Federal Rescue Service of Leningrad Oblast, the administration of the municipality and experts of the hydro-forecast group State Institution "St. Petersburg Centre for Hydrometeorology and Environmental Monitoring with Regional Functions". The commission for assessment of the training included – Directors of TGC-1, representatives of the Federal Rescue Service of Leningrad Oblast and the municipality administration.

The training worked through a scenario of action to be taken by the staff of Narvskaya HPP under the threat of growth of the watermark to catastrophic level during floods. Progress of the training was complicated by the occurrence of emergencies: equipment inflammation, ice passing through the HPP facilities, the presence of an injured person.

According to training legend the HPP staff received information about the growth of the water level in the Narvsky Reservoir to 25.15 m. High volumes of ice in the diversion canal and the forebay were reported.

The emergency and fire safety Commission was promptly called, which made the decision to open the ice pass valves to increase the flow through the dam.

The situation was complicated: a large ice floe jammed the rod of the ice pass, and it is impossible to open. The headwater level is growing. The staff of the electrical engineering division used the steam generator to melt the ice.

New incident was injected - damage of the lining is found in the zone of the variable level, there is a chance of this damage being underwater. The diving group begins work. The damage was eliminated and the ice pass opened. Due to the measures taken the level of headwater is stabilized.

However, the fire alarm of the 10 kV switchgear went off. After inspection the fire was found and contained by the HPP staff. Before the arrival of the brigade of the Federal Rescue Service the inflamed cell was de-energized, the circuit was dismantled and was ground. It turned out that in the course of extinguishing a person was injured. Pending the arrival of the ambulance unit he was rendered first aid by the power plant staff.

After extinguishing the fire a backup power supply circuit was organized. Narvskaya HPP has a diesel generator facility for such event. Once it was running the ice pass valve was closed. The conditional emergency was eliminated.

- The training at Narvskaya HPP was conducted in stages. During elimination of the conditional emergency we saw coordinated interaction of operational staff of the hydroelectric power plant with municipal agencies and services. The gathering showed that HPP staff can cope with any difficulties and ensure normal operation of the plant, - summed up the training Yuri Marakin, the Deputy General Director of JSC TGC-1 for Corporate Protection. - When the hydro-technical utilities are in danger, we must act quickly and be ready for anything. That is why such trainings in power plants of JSC TGC-1 are held regularly. I evaluate as excellent the training that took place today.
