Indebtedness of managing organizations for heat before JSC TGC-1 in St. Petersburg reached 4.9 billion rubles

On April 15, 2015, a press conference was held entitled "The new method of payment for heat and hot water: transition of JSC TGC-1 to direct payments". 

The Head of the Department of Heat Sales, Sergei Lapin and the Head of the Department of Legal Affairs, Elena Mikhailova told reporters about the dynamics of growth of receivables for heat supply services and the debt of the utility service performers before the Resourse Provider in St. Petersburg.

- Indebtedness for heat over 2014 in St. Petersburg increased by 16.2% to 6.4 billion rubles. Three-quarters of the debt of the city for heating services falls on the managing companies, - said Sergei Lapin. - In our experience, the most effective way to reduce debt - transition to direct payments from the population. Billing a separate receipt eliminates intermediaries and make settlements with end users transparent.

As of 01.03.2015, the receivables of one of the malicious defaulters - HUS №2 of the Vasileostrovskiy District LLC - before JSC TGC-1 has exceeded the amount of 565 million rubles. In the houses within the service area of HUS №2 of the Vasileostrovskiy District LLC votes among the homeowners are already being held on the matter of direct payments for heat supply services.

TGC-1 carried out a preliminary study of the consumers' opinion. From 9 to 15 March 2015 JSC TGC-1 together with the newspaper "St. Petersburg Vedomosti" conducted a survey of 2743 residents of Vasilyevsky Island. 70% of the respondents said that they are ready to transfer to direct payments. For the majority of the homeowners of apartment buildings the indebtedness of  HUS №2 of the Vasileostrovskiy District LLC came as a surprise.

- We plan to extend the practice of switching to direct payments to all parts of St. Petersburg, - said the Head of the Department of Legal Affairs, Elena Mikhailova. - We hava a positive experience of direct settlements with consumers in the Murmansk and Leningrad Oblast, as well as in Petrozavodsk.
