- Accounts receivable are already comparable with the volume of the Repair and Maintenance Programme. And the major defaulters are the management companies. Whilst the level of payments by the population is high. Only 2% of apartment owners have debts on utility payments, the remaining 98% of the residents regularly pay their bills, said Sergey Lapin, Head of Heat Sales Department of JSC TGC-1. - It should be understood that the debt directly affects the reliability of energy supply and the implementation of the summer Repair and Maintenance Programme. If there are debts for heat the heat supplier has the right not to issue a certificate of readiness for winter for the management companies, which may affect the beginning of the heating season.
