Murmansk Oblast Government, TGC-1, and "Murmanskaya CHPP" JSC Signed an Agreement to Increase Heat Supply Reliability
September 2, 2020, in Murmansk Andrey Chibis, Governor of the Murmansk Oblast, Vadim Vederchik, Managing Director of TGC-1 PJSC, and Stanislav Nazarov, General Director of "Murmanskaya CHPP" JSC, signed a cooperation agreement.
The agreement aimed to improve the quality of utility services provided to consumers and to increase energy efficiency and reliability of heat supply networks of “Murmanskaya CHPP” JSC.
In particular, when setting the market price for fuel below the tariff, “Murmanskaya CHPP” JSC will allocate additional funds for replacing main heat supply networks. The parties will annually update the relevant programs for the period up to 2023 inclusive, providing for the annual renovation of heat supply networks in the amount of at least 5% of the total network length.
At the same time, measures on renovating heat supply networks will not entail an increase in tariffs for consumers: the work will be financed due to saving costs of fuel purchase under the corresponding market conditions.
Vadim Vederchik stated that “Our key task is to increase the heat supply reliability and energy efficiency.The renovation program will primarily cover heat supply networks with a service life of more than 20 years.”
The Government of the Murmansk Oblast will promote measures to ensure the return of investment and to provide the governmental support in line with the applicable law.
“Murmanskaya CHPP” JSC serves 53.5 km main heat supply networks in Murmansk. When renovating heat supply networks, it uses modern robotic diagnostic systems and materials that meet the current requirements of thermal insulation and durability.

Murmanskaya CHPP JSC is a subsidiary of TGC-1 PJSC, and the largest supplier of heat energy in Murmansk. The company provides heat supply to 75% of city consumers. It includes three heat supply sources: Murmanskaya CHPP, Yuzhnaya and Vostochnaya boiler facilities.
From 2018 to 2020, Murmanskaya CHPP JSC implemented the renovation project for heat supply networks in the center of Murmansk. In three years, it has been replaced about 3 km of main lines along Sofyi Perovskoy, Dzerzhinskogo, Shmidta, and Knipovicha streets; Lenina and Kirova avenues.
